The New York State - Creating Alternative in Residential Environments & Services (NYS-Cares).
This historic initiative will virtually eliminate the housing waiting list
for New Yorkers with
developmental disabilities over the next five years.
With the approval of funding in this year's budget for NYS-CARES, we can
now begin the
process of eliminating the waiting list for individuals with developmental
disabilities who are
seeking placement into out-of-home residential facilities. Governor Pataki
said, "More importantly, we are sending a clear message to disabled
individuals and their families that
New York State cares about them and their future."
"Aging parents who have loved ones with developmental disabilities will have
greater assurances
of knowing that their dependents will always be cared for", the Governor
said. For many
families, the long wait and uncertainties that come with securing a
residential placement will
disappear as thousands of new housing opportunities are created under this
plan.
The NYS-CARES program will virtually eliminate out-of-home residential
waiting lists by
launching a comprehensive plan to provide approximately 8,000 people with
community-based residential opportunities by 2003-04. The $225 million, five year
initiative includes
nearly $129 million in State funds and another $96 million in Federal funds.
This years
budget provides a first year appropriation totaling $24.6 million.
